Compensation is owed to Chelsea because the player has left on a free transfer and is not over 24 years of age.
It is not yet known if the two clubs will go to a tribunal to discover the compensation fee, or if they will come to an agreement between themselves.
Solanke took part in his first Liverpool training session over the weekend and is on their pre-season tour.
It was claimed last month that Liverpool valued Solanke at £3million.
However, Chelsea want £10m for the England youth international, who played just 17 minutes for them after graduating through their academy.
