It is understood that the Spurs submitted an opening proposal of around £37million plus add-ons, which was rebuffed by the Portuguese club.
The acquisition of Diaz would have represented a major coup for Spurs and Antonio Conte as they look to secure a top four finish, but it appears that the Reds are now leading the way in this transfer race.
Jurgen Klopp's side have submitted an offer worth £49m for the 25-year-old, consisting of a £37.5m initial fee plus £12.5m in add-ons.
Should Liverpool get a deal over the line for the talented forward, this would represent a significant piece of transfer business earlier than expected.
